Greek Internet Users Get Only 1/3 of Nominal Speeds Advertised

Greek telecommunication companies offer internet users only 1/3 of the nominal speeds they advertise, according to a National Telecommunications & Post Commission (EETT) report.

In the most popular ADSL connections that provide speeds of up to 24 Mbps, EETT reports that the actual download speed of information corresponds to 32.26% of the nominal speed. The average of all connections operating in Greece provides the user with a down stream of information corresponding to 40% of the nominal value.

“According to the available data, the average of all packet measurements shows a nominal speed rate of 39.26% in the downstream and 62.60% in the upstream,” EETT reports.

The Open Internet Exhibition 2016-2017 is the annual EETT report to the European Commission and the Body of European Regulators for Electronic Communications (BEREC) for the implementation of Regulation (EU) 2015/2120 on access to the open internet. It is the first time that BEREC has sent special questionnaires to the largest domestic providers for the purpose of collecting information on Regulation matters and gathered the existing terms of service contracts to examine the necessary changes to better inform subscribers, as stipulated in the Regulation.

In the field of network quality monitoring, EETT utilized the Hyperion platform to conduct measurements, while in 2016 field measurements were performed for the first time to monitor the performance of mobile networks. Also, the report presents the complaints received by the EETT Consumer Affairs Department, which are related to Regulation issues.

With regard to network performance, EETT notes that special attention should be paid, as actual transmission speeds are sub-rated. This is illustrated by the complaints of consumers reaching EETT, 90% of which have to do with the low quality of services provided.
